Two possibilites: Kevin O notes the first, the knuck or joint in the steering column. The second possibility is the steering rack. How old is your PS fluid? If it is old, flush the system with new fluid. This may make a big improvement (and increase the life expectancy of the rack). Although PS fluid is not on maintanance schedules, like all oils, it wears out. IMHO, it should be changed/flushed at least every 5 years or 50,000 miles.

In general, the joint tends to bind (catch) unevenly while the rack tends to act like the pump isn't providing enough assist. If you are depending on a mechanic BE SURE he know how to differentiate between the joint in the column and the rack.

A third possibility would be the PS pump, but this seems much less likely.
