idle problems cold and hot

I have an 86 900T manual 159,000K I just changed the plugs, cap, rotor and cleaned the throttle plate. Here is the problem when the car starts it idles high like it should (I live in Baltimore and it has been cold out the past few mornings) but after 10 to 15 seconds the rpms go very low and the car almost shuts off then it catches itself and revs back up. It will do this till it reachs operating temp. Then it will drive and idle fine 900 to 100rpms. After I drive to work (25 minutes) it idles high when I come to a stoplight or stop sign. It stays between 1200 and 1500 rpms. What is going on? I am going to be changing the fuel filter next payday. I am also going to be changing to the 900S FPR. I have been over all of the vac lines and made sure they are secured and routed right. I just need some guidance as to where to go from here????
