Adjusting the bands can help a 'slipping' condition but may not cure your 'no shift'symptom. First thing is to change the trans fluid (type F only!)and clean (or replace, but it's pricey)the filter and see if that makes a difference.
Then try tightening the kick down cable.. BUT carefully as you can overdo it and cause more problems.. try tiny adjustments (1/16") and test drive between adjustments.. this raises system pressure overall and can make the shifting a bit crisper, and in your case perhaps even a shift .
