Having lived in Syracuse most of my life, I can faithfully attest that being there (or changing power steering fluid) doesn't cause the not-going-into-reverse-easily problem. Whatever cold temperatures you have now may have an effect. though. (I moved away 2 years ago. I sort of miss the snow, and I dearly miss all the good Italian and Greek restaurants.)
The problem is that the teeth on the reverse gears get chipped over the years and don't easily slide into the position that lets them mesh. The thing to do when it doesn't easily go into reverse after the car is fully-stopped is to try putting it into other gears with the clutch in prior to going into reverse, usually one of the other gears. Or, if you park on an incline, with the clutch in, shift into reverse and let it roll just a bit. It'll go right in.
