Had is exactly that, the past tense of has.
The car has apparently been fixed or more likely the title has been run through one of the several states that allow salvage to be removed from the title after it's been repaired. Then the car is retitled in another state that has more restrictive regulations. Curiously, as I recall Arkansas (putative boyhood home of His Clintoness) is one of the more permissive titling states.......go figure.
