Silicone gasket sealer won't harden up enough to bond. If there is enough clearance between the hole in the manifold and the nipple then use a good two part epoxy. 85 16 valve turbos had a plastic nipple that SAAB replaced with a brass unit. We used Loc-Tite two part epoxy. Never had one blow out under boost. If the nipple has a slip fit where there is no clearance for epoxy then clean the surfaces well and use Red Loc-Tite. You will have to allow the LOc-Tite to set up overnite. If this nipple is close to the throttle plate use the epoxy or Red Loc-Tite sparingly. You don't want to get any inside the shaft of the throttle. It could cause the plate to bind. After the stuff has set make sure that the throttle plate moves freely without bind.
