it's really not to hard to fix. What has happened is that there is a metal contact that when you pull the switch is supposed to trigger the washer spray/wipe cycle and over the past many years, the contact is continuously being pushed slightly away until it gets to a point where it just doesn't touch even when you pull firmly on the switch. The fix is to remove the wiper stalk and look inside it (first try contact cleaner - maybe you'll get lucky and it's just not making clean contact, but it's probably just a little bent) and using something with a very narrow point, bend the contact back a bit. You'll see what I'm talking about when you get the wiper stalk off.
Good luck. If you can't get it, you're local Saab guy should be able to do it for you in about 20 seconds.
I can't take credit for this clever fix, Jay @ Viking Auto in Maryland told me about and in fact fixed mine for me (works like brand new!!!).
