probably starter/solenoid.
You can patch in a 5ma LED into the starter circuit (drop to ground, NOT series!) and check for LED activation when you hit the ignition switch.
I did this a couple years ago...the LED lit when I hit the switch and the starter started, unreliably. Interestingly, the LED went out sloooooowly when I let loose of the key.
So I replaced the entire starter with a new/rebuilt one and the problem went away.
If the LED had not lit, I would have assumed the problem was in the ignition switch. PS...the LED is STILL in the circuit, wrapped out of the way under the hood!
In your case, you don't necessarily have to wire in an LED or test light...you can test the voltage to the solenoid with a DVOM or temporarily clip a test lamp or even use a probe if you can get someone else to hit the ignition switch.
