Are you talking dirty on the inside or outside? Dirt on the outside is mostly cosmetic, EXCEPT where it shows potential leaks - for example, if the clamps on the short hoses from the intake manifold to the intake plenum are loose, you'll get some airflow over the top of the plenum, and that contains some oil and fuel that trap dirt, making for greasy streaks.
In general, the one place in the intake system you want totally clean is right around the throttle plate. Any dirt or grease there can interfere with plate closing, which affects idle. A thin layer of oil on the inside of the plenum is normal and unavoidable - after all, it pulls in oil vapor from the crankcase. Any oil you clean off will be back in a few hours of operation. If you've got dirt in the intake plenum stuck to that oil, then clean it out and replace your air filter. But unless you've got clumps of dirt ready to fall off into the cylinders, you can usually leave the intake plenum alone.
