A little valve noise is common in Saabs. Do an oil change, it'll probably quiet down. If not, live with it. Unless the engine starts to sound like a tin can full of silverware rolling down stairs, you don't have a problem.
You don't see any smoke out the tailpipe, so you can't be burning much oil. Do you smell it when driving or idling? If you smell it idling, check the valve cover gasket. It's very common for the gasket to leak, or at least weep, oil at the low end. That's the end right over the exhaust manifold. So a very thin layer of oil oozes down onto the manifold and burns off, giving you quite a burning oil smell. Try wiping the area between the valve cover and the exhaust manifold clean with alcohol (COLD ENGINE!!) and see if it dirtys up again. If it is the valve cover gasket, a new one will set you back about $15 and an hour. Big deal.
Saab engines don't tend to burn oil, but yours does have a lot of miles. Still, if you can see out the back, you aren't burning much. Why would you consider an engine rebuild unless you're forced to?
As to the GTI - are we talking new or used? If it's used, all you'll be doing is replacing your known set of problems with an unknown set. If it's a new car, it can't be because you want to save money. You'll spend more in sales tax on the new car than your SPG will cost in repairs for the next week, and depreciation will cover the next 4 years of SPG repairs and regular maintenance. A new car also will cost you more in insurance.
Buy a new car because you really want a new car. That's a perfectly good reason. But if you have a car that's in good shape and meets your needs, you will almost NEVER be able to justify replacing it on financial grounds.
