The wires aren't really "melting" per se. More like "corroding". The difference being that the wires seem to be degrading due to a chemical reaction (my mechanic says it's due to the glue Saab used), rather than heat. This makes sense because the places I've noticed the insulation coming off are not in high-heat areas. The area that's causing me the problems right now is right underneath the INTAKE manifold, on the opposite side of the engine from the exhaust manifold. This harness runs from behind the fuse box toward the alternator. It's right under the hose which runs from the expansion tank to the engine.
You're right that the only harness we'd be able to find would be from a junked '85 Turbo which may or may not have a harness is better condition. I don't think the Saab dealer would stock a new harness for one model year...
My mechanic is doing exactly as you've suggested and is tediously cutting both ends of each wire and soldering in a replacement for each one in the harness...
