Excellent instructions!
My '91 convertible cruise was intermittently not engaging, and for a while I was able to convince it to catch by pulling up on the brake and clutch pedals. I knew there was a problem with the switches, but let it go until it wouldn't work at all. When I finally got around to working on it, I also ran into problems removing the knee bolster, even after reading the explicit instructions in the follow up to this posting. However, I was able to disconnect the end of the heating duct and bend it far enough out of the way so I had access to the switches without removing the knee bolster or the seat. I checked both switches and they were fine, but the bracket holding them (one bracket holds all three switches) was slightly askew, causing at least one of the two cruise switches to cut out even in resting position. The bracket is held in place with one bolt (10mm), and it had come loose. Once properly positioned, I tightened the bolt and the cruise is again functional. The switches are not adjustable as in some other cars (Volvo in particular), so the positioning of this bracket it critical relative to the pedals.
Note: I had already pulled the center console, though it is probably doable without even going that far - the duct is quite flexible if you are careful. Also, a piece of sound insulation must be removed from above the duct as well for proper access. All in all, a rather simple fix for a frustrating problem.
Hope this is helpful.
