There are two sensors in the sending unit. One is a resistance winding attached to the float, and one is simply a pair of contacts made when the float bottoms out. It's possible for one to malfunction while the other still works.
Replacing your sender unit should cure your problems.
To test the circuitry, you can short the three wires going to the sender unit and see if you get the low fuel light and a Full indication when you switch the ignition to on. If you do, everything's working properly except for your sender unit.
To replace the unit, click on "more from Monster" above, then go WAY back through the "next matches" list to 6 October 2000, and you'll find a post I did called "Replacing My Fuel Gauge Sender Unit." Check that one out and the other posts in that chain, and you'll have all the info you need. The topic comes up often, so a search will give you other useful threads of information.
