Cooling System Won't Make Up it's Mind

I monitored the cooling system closely on the way home today.
Freeway - warms up and sits just under 1/2, with or without AC makes no difference.
Off freeway - stop and go... warms up to 2/3 and fan cuts on.. cools back down... repeats behavior sitting in driveway as I sit and watch, cursing in swedish... both fans on.
I understand this to be normal behavior, right? However, yesterday it got plenty warmer without the fans coming on... what gives? Yesterday was a hotter day...what's this about the thermoswitch reacting differently in summer vs. winter? How does it know the season?
Maybe I was doing less stop and go today than yesterday... yesterday maybe fan was on, but just not enough to cool it down... possible?
Felt the radiator hoses. Very hot (ouch!) on the intake end, as is the radiator itself on passenger side. Small hose going to expansion tank on driver's side also plenty hot, as is frame of radiator. Radiator grille itself ok to touch though on the driver's side...touched it through the fan...not on passenger's side... ~3-4sec with finger on, and ouch, hot!
