the fan switch is at the cool end of the rad. The gage reads the hottest coolant in the cylinder head. A lot can occur between these two items.
In the winter, natural free cooling of the rad will result in the gage reading higher, mabe 3/4 to 7/8, before fans come on. If t-stat is sluggish, it also will contribute to irratic fan kick on points. 7/8 on gage is still 'green', and is ok as long as it doesn't get any higher.

For more consistent cooling, remove the ac kick out switch in the upper rad hose (just don't run ac when gage is up to red!), and install a standard 92C fan switch and gasket there, and run extension wires there to reach it (16 ga for models thru 89). Fans will always come on at 2/3 max. One will come on after shutdown more, and help cool off the turbo and all else under the hood.
