vent control question, fan speed etc? (turns out to be longish)

1988 900 base8v

I took the dash facia off this weekend to epoxy the peeling insert. I was carefull with the vent control. I took the wired part off the dash and left it plugged in so I wouldn't screw up the elec. connections, BUT....

When I got it all buttoned up the first click clockwise from O does not turn the fan on. Bentley's says that this position by-passes the resistor pac for MAX A/C type operation. When I turn the selector there from O I can hear the vacuum 'motor's doing there thing, but no fan. When I go to the next selector setting. A/C with selectable fan control. Everything works fine. So the fan works with the 1-2-3 speed control.

Is there anything I can check without having to tear back into the dash? With the radio out I may be able to check the connectors again, but I doubt it. This sucks.........

PS - Any of you CIS people who have some cold start hestitation problems: I have been chasing my hesitation for months. I was convinced it was a fuel check valve/loss of residual fuel pressure issue. This weekend I replaced the fuel injector bushings. The fuel injectors were caked with crap and too shallow in the intake. I also wanted to check the fuel spray pattern. Got the point where I was going to lift the control vane and I noticed it stuck/was sticky?. The 'disk' was not centered in the bore and was catching. Took out my .002 points feeler gage and re-gaped the disk in the bore. So, on a cold motor the vane stuck until it either vibrated loose or warmed up. Its a new car now.
