1. W/S washer has no relay AFAIK. It's switched off the right hand stalk..the switch is likely bad. You can test the washer at the reservoir and see if it's good...first step is to use DVOM and see if 12v is getting to motor. If not, chances are the switch is bad. Confirm by putting 12v to the motor...it should work. If it does, replace the stalk. About $110 list...you have to drop the trim around the steering column underneath and behind...then the bracket holding the dip switch and the w/s stalk can be unscrewed, then the w/s stalk can be replaced. Now is the time to look at the dip switch stalk and see if the screws that go horizontal behind the steering wheel to hold the trim on are too long and are inhibiting the dipswitch travel. If they are, they also contribute to the early cancelling right hand turn signal.
2. With respect to the balljoints...if they're loose without unloading the suspension you probably shouldn't drive the car. Changing them is pretty easy with a pickle fork if you don't try to save them. Sometimes getting the nut off the balljoint stud can be tough. try saabstuff.com for new balljoints and new bolts/nuts.
