On again off again on again 87 Turbo sale...

Well guess what? The dude I tried to buy the 235K 5 spd Turbo from 2 weeks ago is back, seems his sweetheart deal offer of $1200 bucks no-showed him.
I now have a verbal agreement to purchase for $650 next week. Hopefully the title is clean.
Car needs a headliner, windshield, misc. small trim, the "reverse gear hack" (dubbed by ChrisX), low clutch petal syndrome, stickey ignition key (can't get it to turn fully to left position), and finally the Turbo seems to be less than impressive.
The Turbo Question: when a vacuum line is off the main manifold port (like it was during the test drive), how much would this "lame" the turbo performance? This car has already had the turbo replaced once (think it says GARRETT on the side), but I was definitely underwhelmed by the performance. Others commented earlier that the a motor with 235K is no longer tight, and therefore massive blowby occurs during turbo boost. Would the vac. line make much difference?
Thanks you turbo guys,
DET
