Coolant Fans

How does one test if a coolant fan is burnt out? The fan on the passenger side works fine but the fan on the drivers side seems to not turn on at all,well i never see it spin eben if the car is warm and i rev it, it never comes on,then i thought to jump the conection from the thermo switch located at the most upper left corner of the radiator when look at the car from the drivers point of view,after crossing the wires still nothing-is this a sure fire wat to test if the fan is useless??Also is there a way to tell with a DMM? My friend has one and is pretty darn swift with it.
