i'd be interested in what happens at a fast idle. 2000 r's or so. if you have access to the scanner i'd measure the oil cooler also. sounds to me like you have poor circulation. not enough oil is being pulled out of the pan?? oil is heated/cooled by transfer of heat in the surrounding metal. it may be that the turbo drain is being recirculated to a hi degree when not in motion... try it with the car at a side angle etc. you say water temp stays the same? difficult problem. i'd also try switching to a synthetic 5-30 or so and see what happens. put on a new hi quality oil filter, i.e mann ( saab ) ac delco ( kmart) fram tough gaurd. ( not the orange one. pull and clean your oil bypass valve. you may even want to pull the filter mount and check the thermo bypass unit.
bottom line. verify circulation.
