APC Solenoid Clatters at 2500 rpm

It appears to rapidly clatter between the open and closed positions.
It happens under no-load conditions (engine unwinding during gear shift, throttle held at 2500 rpm in neutral, etc.) when demand for the turbo is nil.
No vacuum leaks that I can find, turbo bypass valve is OK.
The valve appears to be operating properly per Bentley's test, and boost under load is normal.
If anyone has experience with this issue, I could use some suggestions. In the mean time I'll poke around and see what I can find.
