Is what they are called (the "proper" ones). They look like end cutters, but they also have a third member to dimple the raised portion of the clamp. I don't know what purpose that serves, except maybe to keep that nipple from getting too high up off the clamp.
Do not try to use a regular hose clamp. It is a minor issue, but the screw housing will (at least on the outer boot) rub on SOMETHING. I chased down a weird noise for three days after replacing a CV boot...
Also, if you opt to use the end cutters (even side cutters will do if you're in a real bind), use an old, dull pair or get a cheapo pair and dull them yourself first. New, sharp end cutters will do what they are designed to do: cut the clamp.
