In general, at least on a naturally aspirated engine, retarding a camshaft will reduce the low end torque and response and perhaps gain a small amount of top end power. Advancing it will improve the low end and reduce the top end. Back 40 years ago, when I was first learning about such things, the short oval track racers running FE block Fords regularly carried a variety of offset camshaft Woodruff keys to fine tune the motor for different track conditions, and I suppose the Chevy people did too. I doubt that it's all that simple once you've got a turbocharger complicating things, though.

It's also quite likely that advancing the timing will make the motor run dirtier on the emissions tests and retarding it will make it run cleaner, because there were many Fords in the '70s which came from the factory with retarded cams (which we hot rodders promptly put back on index, of course) which caused them to bog at low speed even though they would really wail when reved to speed to which 90% of their owners never took them.
