I have no doubt that the device works, just not the way advertised. Does it improve gas mileage? Why, yes. Does it do it by more efficient fuel burn? No. It works because after you installed it, you thought more about gas mileage. You made just a few changes to the way you drive, and that's what made the mileage improve. Just a little lighter on the gas on acceleration, fewer speed changes on the highway. There is no way you can drive the car exactly the same way twice; and if you're thinking about mileage, it will increase just a little.

On any engine design team, there are at least two or three guys who's job it is to engineer airflow into the engine. Not meeting the Federal CAFE requirements cost car companies millions of dollars a year, because they have to offset selling high-margin gas guzzlers with low margin econoboxes. So short of the old "Gas company/Car Company conspiracy theory", there is no good reason that a car company wouldn't want something that improved gas mileage.

Car companies spend millions of dollars engineering air flow through the head and valves - tuned manifolds have been around for years, and many manufacturers now use variable length intakes to improve mileage and performance. They could throw away all that claptrap, because they never though to put a spin on it. Not very likely.

Is this device before or after the throttle plate (butterfly valve)? For most driving, the throttle is only slightly open; any spin imparted by the device would be blocked by the throttle plate.

Basically, I can see no tehcnical reason why gas mileage would improve, and since it acts as a restriction, there would be some small impact on efficiency, because the energy needed to impart spin to the air comes from somewhere. It will affect full throttle performance because you get less airflow.

But if you think about your mileage, you'll make those little changes, even if you aren't aware of it, that can improve it by a few percent.
