Surging during steady cruising/poor idle

I have a 1985 900 SPG with 208K miles on it. I have rebuilt the motor and changed pretty-much everything on it at some point in the past. It also has a tuned APC box from Group 6.
Here's the problem that has been menacing me for some time. There are two main symptoms: 1) During steady cruise conditions, the motor seems to surge a little- it seems as if the AIC valve or something is trying to change my throttle settings. The AIC valve still seems to work as when I do not have the wiring harness connected to it, the idle is different than when it is attached. 2) The idle has gone to pot. In a situation similar to my old 99, the idle seems to stay high and slowly decline from higher revs when the motor warms-up (though it is doing it when it is cold as well now). It will idle at 1000-1300 rpm and will sometimes get stuck at 1900rpm until I rev it and it slowly drops.
I have replacing most of the vacuum hoses at some point in the past, the distributor was rebuilt with a new rpm sensor (this was another problem I will not get into right now), etc.
Any help or input would be greatly appreciated. Thanks
Peter
