The thing you are talking about is the ignition module, it is located where you say, on all the OG900's I've ever seen. The best way to check this is with the standard ignition trouble shooting stuff.
In his year N/A car, I am not sure where the hall effect actually is, I know that '86's with EKZ still had it in the distributor, but that changed to crank mounted, when the N/A cars went to LH 2.4.X.
I don't think that I have ever checked for spark at a coil, I always check at the plugs, that is where the action is. Once I'm sure that it is an ignition problem, I'll check the cap, rotor and connection to the hall effect. After that I'll do the trouble shoot thing.
The very easiest way to rule out a fuel problem is to remove one of the vacuum nipples on the intake manifold, then shoot in a little starting fluid. If it starts, then it is a fuel problem, if not, it's an ignition problem.
