New Thermo Switch Confusion! Please Help

Ok- I ordered my new Thermo switch for the radiator, and pulled the old one. I decided to test it like the Bently manual said. Soo I heated a pan of water, put the Thermo Switch it, put a thermometer in, and when it got to almost 200 degrees, the ohm meter shot up, which it is saposed to do!!! So it worked properly!! Why then couldn't I get the switch to work in the car? I couldn't get it to even short! Only when it was hot, and I crossed the wires, not the thermo switch , and the fan worked. I am getting power in All conections... I just don't understand=( Everything else works as far as I can tell, so realy no clue. I may have a bad Temperature Sender, the part under the distributer, but I can't see that effecting my fan coming on-- or would it? PLEEEZ HELP
