hot/clogged cat?

I've recently seen the inside of my cat. All looks fine. I'm about to do a complete exhaust overhaul (except the cat), so I can once again look inside for a closer inspection. Where does it clog up? And if it were clogged, wouldn't the performance suffer? Also, wouldn't a clogged cat reveal itself with a smog test? A recent smog test passed fine.
