88 SPG Temp Gauge

I have heard two different explanations with my temp gauge. It usually runs either 3/4 up or almost into the red.....The fan never comes on until the car has been turned off. Some people have told me not to worry about it as long as it doesn't enter the red, but I think it should come on while I am driving....
Can someone please help?
And please give me some pretty specific directions on how to test the fan?
