It seems the rotor is 180 degrees out of sync with the offset slot in the camshaft...the housing is supposed to fit evenly with the head and it can't/won't if the tab on the bottom of the distributor shaft isn't fitting in the slot in the camshaft.
I generally set the engine on tdc (you're ok so far, #1 on compression confirmed with finger in hole, set flywheel/ring gear to 0 degrees) and insert the distributor with the rotor pointing to #1 terminal...if it won't (and you're sure the tab is in the slot), just rearrange the sparkplug wires so the rotor is pointing at #1 wire. The vacuum/pressure advance/retard should be pointing toward the throttle body and 'down' enough so it isn't hit by the hood when it closes.
That initial setting should be retarded enough to start the engine, then set the advance to (seventeen, you said?) the factory spec.
