I'm a bit confused here about what you've done, so let's start at the beginning-
You've replaced the distributor, and the car won't start. Turn the engine until the timing mark on the flywheel for 0 degrees lines up with the pointer. Take the cap off the distributor. The rotor should be pointing close to a little line on the base of the distributor. The distributor cap only fits on one way - does the rotor point at the prong for the wire that goes to cylinder #1? The answer to all these questions should be YES. If not, rotate the engine another full turn, and things should line up. Don't try and set the timing statically (engine not running) at 17 degrees - just go for 0 or 5 or so. The reason things blew up the last time was that you had probably put things on 180 degrees out of phase, and you were sparking the cylinders at the wrong time. It happens.

OK, the engine should start. If not, move the distributor A LITTLE one way or another. It may run a little , but it should run, and not sound like it's on only three cylinders. NOW you hook up the timing light to the wire for cylinder #1. With the idle set properly, and the hose from the intake manifold to the distributor plugged, set the timing. There should be a decal in the engine compartment telling you what the timing should be. I thought it was 16 degrees Before Top Dead Center (BTDC) for a turbo of that age, but that's only from memory.

To turn the engine by hand, I like to put the car in 5th gear on a level surface and push it. Pulling spark plugs makes it easier, but not necessary. Just pulling one spark plug doesn't really do much for you.
