Before you opt for major reconstructive surgery you might consider using POR-15. I had a similar rot problem on my 83 and couldn't justify putting a large amount of money into it, so I took the easy way out. First I took a dremel tool and dental tools and picked away most of the rust scale. Then I purchased a started kit from the http://www.porstore.com/ and applied several coats of the stuff around the lip of the fender. Any holes that were showing were filled with an epoxy they sell. I then put new plastic fender lips on with some permatex weatherstripping adhesive to keep the water/crap out. I think it turned out great, since all the rust was under the plastic lip, and it looks like it will last. I've used naval jelly and extend rust treatment in the past but this coating is much more flexible and durable. Note, in the winter I'm constantly driving to and from ski resorts on saltly roads.
As a test I treated my battery tray and I was really pleased with the results. Besides a starter kit is less than $20.00 and it's something you can do yourself over a couple of days.
Do a web search for por-15 or por15 and I'll bet you'll only find praises for it.
