Sounds like you're on the right track. The chain tensioner must be out or not yet released to do this. Remember not to turn the engine with the chain off and the cams bolted down! The cam timing marks are on the cams not the sprockets.
With the flywheel at 0 degrees wrap the chain around the exhaust cam sproket with no slack. Then (with the intake sproket off in your hand) wrap the chain around the intake sproket and install on the cam. I needed to do this a few times to get the correct links. There should be basically no slack between the cam sprokets. All the slack should be between the intake cam and the crankshaft. Then tension the chain. Turn the engine over by hand a few times by hand in the correct direction. Check all 3 marks again to be sure they're perfect. This worked well for me. It's tedious but better then putting it back together wrong!
