That problem does sound like a clearance issues, but I'm surprised about the washer. I was under the impression that with the newer cars (and the 90 is definately in that category), the sensor had no adjustment.
The sensor must be just on the hairy edge of correct. The sensor picks up pulses from the wheel for speed, but the way those sensors work, the faster the speed, the higher the voltage output. It would seem that as you slow down, the speed (and therefore the voltage output) drops just low enough that the ABS system doesn't see the signal from that wheel, so it assumes it has locked up, and that's why the ABS kicks in.
Now, here's the strange part - the ABS system measures the voltage amplitude from each sensor and compares them all the time. If the voltage of all the sensors isn't within about the same band, it lights the ABS light. So your sensor would have to have an output low enough to not register at low speed, but still high enough to match up pretty well with the other sensors while rolling along.
Sorry, I can't help you with the washer. But if you have any adjustment capability, (?) try getting the sensor just a little closer in. Alternatively, make sure that the reluctance wheel on the hub (the gear-like ring that the ABS sensor sees) is seated properly. I assume you re-used the reluctance wheel from your old hub, or at least made sure it had the same number of teeth as the old one (yes, they did change that!). Make sure that between the teeth of the reluctance wheel is pretty clean of gunk, as that can botch the signal some.
