Hi, Rob.
The P/S belt goes around 3 pulleys. One is the crank pulley, which turns it. The second is the pump pulley. And the third one? It's the tensioner. Clean it off and look at it closely with a flashlight or droplight, and you should see a long threaded shaft with a nut on it. There's a bolt to loosen the tensioner pulley assembly (enabling it to move) and then turning that nut moves the tensioner. Loosen the tensioner enough to slip the belt on, and then tighten it back up enough so that the belt doesn't slip.
Note that the air conditioning belt has a similar arrangement, and you're going to have to take of the A/C belt to put the P/S belt back on. The A/C belt tensioner is a little easier to reach, and it works the same way. Both are accessible from the right side of the car.
I would NOT recommend loosening the pump mounts in order to get the belt on. Nor would I suggest taking off the pump pulley, though that IS the best way to get the water pump belts on, if you ever have to do that. To correctly tension the new P/S belt, you'll need to use the tensioner anyway, so find it and save yourself some pain and effort.
