Hi, Steve,
My experience driving Saab turbos is somewhat limited -- only two others besides my own, which I bought new from the diplomatic sales outlet in Gothenburg, Sweden in 1987. But all of the unmodded ones I've driven, each meticulously tuned and maintained, could do no better than tickle the border of the red/yellow line. Perhaps later model year cars could do better? Also I could not find the reference in my owner's manual that said anything about "brief periods in the red." I still say the normal boost range for SKB's SPG should have him going to the top of the yellow zone if everything is running right.
In my experience, little old ladies often have clever nephews or grandsons who "fix" their cars for them, and they innocently end up with a lot better than stock equipment! :>
