APC returning it to base boost is probably the right diagnosis.
Make sure that the ignition isn't too far advanced.
Next an easy check: make sure the cable is plugged into the bottom of the APC box. That'll do it sometimes.
If that doesn't do it, lightly rap on the knock sensor with something metallic. If that doesn't make the APC solenoid clatter, something is wrong with the knock sensor, its connector or its wiring.
Make sure all of the vacuum hoses are crack/leak-free. Heck, *replace* all of the vacuum hoses and the rubber grommets that the vacuum nipples go into on the intake manifold and valve cover. That will generally make drivability better and will eliminate vacuum leaks that can cause knock.
Apply 12 volts to the APC solenoid and see whether it activates.
Try clamping the hose to the wastegate actuator and see what kind of boost reading you get. Keep running premium in it when you do this. Don't go too far into the red and don't do it for too long, just in case there is real knock happening.
These will give you some indication of what's going on with the APC. *Don't* adjust the wastegate until the car is in good tune and you know that the APC is working properly.
