make sure all vacuum lines are good (replace to be sure), make sure that the hooter, FPR, brake booster, vacuum reservoir, all hold vacuum. Make sure that th ELCD valve (charcoal cannister) works. Inspect all rubber joints in pressurized side of intake (after turbo) are not split. Sometimes it is best to remove, then inspect. replace all intake grommets and PCV grommet. Now you should have a sealed intake. Now check for base boost level. I would not be surprised that it is about 2psi and should be 5 - 5.5psi. Now with a stock APC, it should boost to the border of red/orange. I think some years of SPGs would boost slightly into the red. If it does not, perform an APC system diagnostic. Make sure that the ground for teh APC system (LHS fender) is good and clean and also that the ground from the battery to the front cross member is good and clean. good luck
