i'm going to kinda assume that you mean once you've been rolling and you push in the clutch to slow down. there is a decel dashpot on the back of the throttle plate. it is there to keep the rpm's from dropping so fast that the engine dies. i don't know if it's right or not, but my 87 turbo does the same thing..it'll drop down and then catch back up. the idle control motor is located at the front of the injector rail, with a thick vacuum line running from it into your throttle body. sometimes what happens is the line will cinch shut under vacuum conditions. you can disconnect the line and stick something into the line that is really stiff. i have heard of others using a spring. i used a stiff plastic pipe and pushed it up the middle. my idle fluctuations are less now. good luck!
