Something I've discovered recently is a tool called a line wrench. It looks like a box-end wrench with a slot cut in it, so it's a little more "closed" than a regular U-shaped open-ended wrench, and will hold much better. It's got 5 sides of the hexagon to grip with, instead of only 2.
The slot in the end of a line wrench allows you to slip it over the fuel line, then you can slide it down over the nut you're trying to loosen. Generally, there are two hex surfaces right next to each other -- one on the filter, and one on the nut holding the line to it. And generally, they're different sizes -- one larger than the other. For that reason, you usually buy a set of line wrenches; the packet I got at Sears a few years ago has 5 of them in it, and I think it cost me something like $19. You can probably find a cheaper set at Pep Boys or elsewhere.
To use your set of line wrenches, you slide the bigger one on first, and then slide the next sized one on for the nut. If you slide them on the right way, with one rotated 60 degrees (one nut face) from the other, you can then squeeze the two wrenches together with your hands like a big pair of scissors. POP! It works like magic! I've taken off some nasty fuel filters this way, without even bothering with the penetrants. They won't bugger up the filter or the nut like an adjustible wrench will.
This is one of those cheap tools that pays for itself the very first time you use it. It will save you a lot of cussing, rounding off nuts, slipping wrenches and busted knuckles, etc. Do yourself a favor and buy, rent, or borrow them when you change your fuel filter. You'll thank me if you do.
