I would double check their opinion. I know with garret turbo, you have to take the turbo apart to get the darn wastegate out. BUT, since you have a mitsubishi, I believe it's pretty easy to replace. I paid $75 for a garret wastegate diaphram canister at a local foreign parts store several years ago. HOld it a minute..if the diaphram is bad the spring loaded wastegate will not open as far. That would cause you to have too high of boost, not too little. I would definitely find another opinion. Even if they said your wastegate spring is weak, the apc bypasses it to get the boost up. But I'm no mechanic.
