There is no overboost switch on 91's, fuel pump shut off is controlled by the ECU. Re waste gate, check that is not leaking by sucking/blowing on the hose that goes to it. if no leaks, then make sure that the waste gate arm moves freely. If bad, get a used waste gate controller...try sobstory. if you want a new one, the whole turbo assembly including the wastegate is not much more than the waste gate alone, again try sobstory.
If no leak, then check base boost, by hooking up a pressure gauge to a Tee in an intake vacuum hose. Have enough hose on the gauge so that it reaches into car. Pulling plug to APC solenoid (near coil), drive car to read max boost. Yours will probably read 3.5 PSI rather than 5.0-6.0. Set to 5.5 or so by adjusting wastegate rod(loosen nut before hot).
Then go after the APC system problems, if any. Follow Bentley or townsend info.
