Funny Cough/Puff Sound, Loss of Power Question

So I just got in from a 500-mile weekend in the SPG and noticed something today. With the A/C on I get a split second sound every minute or so. It sounds like a small cough, puff of air, or sneeze from the engine compartment. Grandma was riding shotgun, so no loud tunes to hide the sound. My wife didn't notice it because she was sitting in back. So we're talking about a subtle sound. The disconcerting part was the way it robbed the car of a little bit of power, and the lights blipped dimmer.
I'm guessing it could be something with the belts, but I don't know. I turned the air off for a few miles (until it began getting stuffy in the car) and didn't have the problem at all. I'd turn on the A/C and get the puff immediately, then every minute or three.
Any Ideas?
In addition to that, when I mess with what vents the air will come from, the left defrost vent seems to get less air. Maybe the whole left side. Could a possible clog cause problems like I described above?
Also, my brake light has stayed on when I've turned the car off. This started 3 days ago, and has happened 3 times. Looking at Bentley I'm guessing it HAS to be the switch, as the rest of the circuit is a fuse, some connectors, and light bulbs... Time to yank the seat and be a contortionist!
