The transmission is supposed to be put into reverse so you can remove the key. Yours may have been tampered with for that not to work properly.
If you don't lift the ring, it is supposed to give the shifter a "ledge" to go to so you can shift into 5th easily wothout overshooting. When you lift it it goes into reverse, which is a little further to the right than 5th.
You don't say what year yours is or what part of the country you live in so we can say how easy or difficult it is to diagnose what's wrong with the parking brake. It could be something simple.
