make sure system is purged of air.
1) from cold start, let idle and warm up, checking metal spool in upper rad hose for when t-stat opens. should get warm near 55% gage for 87C tstat, and 50% gage for recomended optional 82C t-stat. make sure u have 82C and it opens poperly.
Continue to idle till fan comes on ... should be at 2/3 gage with new rad, and oem fan switch.
Test gage/sensor ... substitue a 47 ohm resistor for sensor, and with key on gage should read 50%.
2) check/have checked timing, vac advance, and plugs.
3) have cooling system pressure tested
if still high readings, may be waterpump degraded, or slight headgasket leak.
I'd be sure to use 82C t-stat, and check townsendimports.com 'documents' for saab dealer fix to get both fans to come on when hot, vs just 1.
If u still seem to have a problem, an 82-C fan switch (with 82C t-stat) is a temporary bandaid for your problem, to just run the fans more.
