the washer plastic parts are check valves and no, they are not necessary.
The '90's are the first year with ABS for the 900's. It's not perfect and does not exhibit much (or any) pedal feedback. As long as your ABS and brake lights go off after startup (anywhere from 5 - 30 seconds is normal and due to leak down of the resevoir while the car off) and don't come on while driving it's working normally. My '90 base would skid a bit on a hard stop, but my '90 SPG does not. I think some of it has to do with the condition of the brake hardware and brake pads used. Once I put PBR Metalmasters on the 900 base it would no longer lock up as easily. By the way, snow and ice skids are a great way to ensure that the ABS is functioning - just make sure its safe to "test".
The '90 brakes are a bit stiff and seem to require more pedal effort than earlier years, but once they decide to grab you stop on a dime. The swerving you describe is likely due to a worn or failed suspension item such as a shock or bushing.
