My O2 Sensor Test? Did I do it right?

Ok so I finally get to use my multimeter to test my oxygen sensor. At this point I am looking for a culprit in my terrible gas milage problem, so of course the o2 sensors was one of the places I wanted to start.
I unplugged the o2 sensor wire (I have a 83 non-turbo), and connected the positive lead of the multimeter to it. I connected the negative to the negative connector on the battery which I figured was a pretty good ground.
I was also using DC voltage to measure.
So I started the engine and measured. First the output was around .4V but after a while it fell to like .1V. I tried to create a vacuum leak but that didn't work too well cause the engine kept dying.
So anyone wanna give me some tips? I really hate this bad milage problem cause I care about the environment and don't wanna be wasting gas like a V8.
