If you left the O2 sensor hooked up to the car while you tested it these voltages sound like those I have seen. The .4 comes from the computer till it times out and looks for the O2 sensor signal. Checking your control and pump pressures are probably the next step. Also, run a compression/leakdown check to test the valves and rings. Check your base timing and mechanical/vacume advance. The distributor could be wore out. Did you check the pattern on your injectors? Pretty easy on a CIS car. Take all 4 injectors out of their holes (carefull not to break the lines they are expensive and fragile). Place each on in a glass. Jump the fuel pump relay and lift on the plate in the air flow sensor. Look for a nice round pattern and equal volume to come from each one. I have had pretty good luck cleaning them with Chevron's Techron cleaner.
