This would allow the fuel to drain back to the tank when the car is sitting for a while. When you crank, the fuel has to be pumped all the way back to the engine. When you give up after 5 or 6 cranks, the fuel has almost reached the engine. Upon recanking the fuel is there to fire.
Mine had a bad valve that the Saab shop wanted to replace, but it went on for five years and was never an issue with me.
There might be another problem, but this one comes to mind.
