That's strange for sure.
There's not a physical adjustment like there is for the choke on carburated cars.
I think that the pins on the NTC sensor might have some corrosion or something that feeds an incorrect value to the ECU. The NTC sensor is on the head between the intake manifold runners for cylinders 2 & 3. It usually has blue-green plastic on head of the switch. Pull the connector and see what the pins look like. It's also possible that the NTC sensor has gone off-value.
The last thing to check, if the NTC sensor checks out OK is the ECU. Some '89 ECUs are a little dodgy.
